SUPPORTING INDUSTRIAL TRANSFORMATION
As the leading European energy platform, the region is also at the forefront of the industrial ecology domain. Renowned for its ability to mobilise and unite all local stakeholders around major projects, Dunkirk also benefits from a capacity for adaptation, innovation and resilience that have forged its identity.
Launched in 2019 as part of the “Innovative Territories” call for expression of interest, Dunkirk, Creative Energy was the name of the project aiming to radically transform the industrial and port area. Selected and financially supported by the French State, it helps tackle the economic, energy, ecology and social transitions of the Dunkirk area.
The momentum has been accelerated further by national programmes such as Industrial Territories and ZIBaC (Low Carbon Industrial Areas) and the announcement of major new company facilities (Verkor, Prologium, EPR2, Orano-XTC New Energy) which will create 20,000 jobs over the next ten years.
At the same time our organisation ÉcosystèmeD is developing as a catalyst, facilitator and operational force for regional symbioses.

THE MAJOR FUNDING PACKAGES TO SUPPORT THE MOMENTUM
Patrice Vergriete, Chair of the Greater Dunkirk Urban Council
“Dunkirk, a pioneer in the decarbonisation of French industry, has made the ecological transition a major lever for the green reindustrialisation of its industrial area. As part of the French government’s France 2030 investment plan, this ZIBaC funding will enable us to continue accelerating our drive for industrial competitiveness by making mass investment in the technologies of the future and supporting the ecological transition to improve production and meet environmental challenges. Alongside our European partners, France’s ambitious objective to combat global warming is one of the priorities when it comes to meeting the carbon neutrality goals on the European continent by 2050”.
PARTNERS OF DUNKIRK, CREATIVE ENERGY
Involved in the various initiatives grouped under the umbrella of Dunkirk, Creative Energy, the collective brings together a wide range of partners from a number of local organisations.
Around ten working groups, brought together as part of the Dunkirk Creative Energy project, are working on themes representing the region’s various economic activities: energy transition, industrial ecology, decarbonisation, employment and skills, air quality, innovative regional dialogue, mobility and logistics, digital technology and industrial locations.
Their aims are to:
- Foster shared thoughts and intentions in order to encourage the region’s transformation towards regional symbiosis.
- Identify possible partnership opportunities between participants on specific themes.
- Discuss calls for projects and other sources of co-funding.
